HCV Tenant Move-Ins

Moving forbidden pictureA tenant CANNOT move into a unit prior to the HAP contract being signed by the landlord and executed by Mobile Housing Board.  If the tenant is living in the unit at the point of the inspection, the inspector will not conduct the inspection.

A rent reasonableness and affordability test will be conducted PRIOR to your unit being scheduled for an inspection.  

The HCV participant family CANNOT pay over the agreed contract rent or participant rent share amount.  The landlord should NOT request or accept any amount other than the amount agreed upon by the HAP contract.

Failure to adhere to the regulations above will result in immeditate action to terminate from the HCV assistance.

SUBJECT: NOTICE OF AGREEMENT BETWEEN THE MOBILE HOUSING BOARD AND THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

This notice is posted in conformance with the U.S. Department of Housing and Urban Development’s (HUD) requirement that all employees and contractors be notified of the Voluntary Compliance Agreement that Mobile Housing Board entered with HUD on December 17, 2018.

On December 17, 2018, the U. S. Department of Housing and Urban Development (HUD), Office of Fair Housing and Equal Opportunity (FHEO), entered into a Voluntary Compliance Agreement (VCA) with the Mobile Housing Board (MHB) after a determination was made that the MHB was in noncompliance with the statutory and regulatory requirements of Section 504, ADA, and Section 3.

Mobile Housing Board employees are required to follow all provisions outlined in the Voluntary Compliance Agreement and adhere to all Fair Housing, 504, and ADA requirements. If applicable this compliance includes any reporting and record keeping. Failure to comply with the Voluntary Compliance Agreement and Mobile Housing Board Fair Housing and Reasonable Accommodation policies and procedures could result in disciplinary action up to and including termination of employment.

Housing Choice Voucher Program

 

The Mobile Housing Board’s Housing Choice Voucher Program provides rental assistance to low-moderate income families. A program participant selects a unit (single-family home, apartment, mobile home, etc.) from a landlord to rent in the private market.

HCV Program Advantages

  • MHB HCV conducts a basic background check for participant program eligibility. Landlords are responsible for creating their own selection criteria.
  • MHB HCV conducts an initial property inspection once all documents are completed by landlord and participant.
  • MHB HCV portion of rent is sent directly to landlord via direct deposit.
  • Program participants have a safety net if they experience a loss of income.
